The local efforts vs. the government’s struggle
The traditional leaders in the region are making a new chapter of Somali history. Thanks to Ugas Hassan Ugas Khalif who became the 19th traditional leader in January 2016 to one of the Somalia’s biggest clan and historically the most influential in the Somali politics. His onset brings with a lot of optimism, less than three months in the position, a lot of positive progress was witnessed in the area of reconciliation and trust building between Hiiraan communities.
In fact, he has been able to bring back the traditional settlement of the region. Hiiraan region is now engaging a new arena of cultural and political practice to rediscover its cultural and political history, by drawing upon its own historical sources to develop new approach and roles for the reconstruction of its past politico-traditional capital.
This is happening a very critical moment when the opinion leaders get together in Belet Weyne the capital city of the region debating the future of their region taking a right bottom-up approach enabling consultations between different groups and communities in the region. It also happens while the failure top-leaders of Somali Government prioritize and endorse strategies solitary in favor of their comeback and sabotaging all other local and regional initiatives as they challenge their political agenda to maintain the power in 2016 and beyond.
Advice to the Somali Government:
The Somali Government does not have a choice but to respect the will of the people Hiiraan and to support this local but noble initiative by the opinion leaders due to the following reasons:
It is constitutionally correct and serves the best collective interest of the Hiiraan communities and also aids the purpose of the Somali reconciliation agenda,
It strives towards peace and stability in the region and the entire country, and eventually will contribute the liberation of the region from Al Shabab,
It will bring a positive development and change, in which already strong indication observed
Lessons learned:
The Somaliland-Somalia peace talks failed due to inappropriate approach by the Somali Government. One major factor for the unsuccessfulness of the Somaliland-Somalia peace talks was the inability by the team representing the Somali Government; the Somaliland-Somalia issue is very complex and requires high level negotiations, it demands people with high diplomatic skills and experience, but the low level of maturity as well as capacity of the team from the Somali Government was not only disappointing to the well informed Somaliland representatives but also insulting.
Hiiraan is also very sensitive region in many aspects and therefore requires with a sensible management with a right approach and not provoking one. The Somali Government should bear in mind the ancient political dynamic of the region and its people regarding the political participation of the country, also, the Somali Government should take into account the deep inter-clan conflict as a result of the civil war of the last two decades and make sure a right representatives that are truthful in the perceptiveness of the people from Hiiraan are involved the process. Failure to engage a right process with correct people may further complicate the negotiations.
